Since you line up outside (that has to be hair raising) you might want to have a signal to use that once they look over and see it they are to come immediately. Use maybe a sign that has their favorite pop star on it or ball players. Or one that says It Is Time in big red letters. You might also want to try a sound signal such as a whistle and blow three quick tweets that tells them it is time. Tell them what the signal is and practice it for the first week. That way they know. Then have a consequence for the ones that don't come right away. Such as taking recess away for two days or have them sit at lunch by themselves for a day. Something like that. I hope this helps some.
