How awful! I've always had storage, usage problems.

Maybe you will want to do a "fast fix" for something temporary. Often, money [or lack of it] is one of the reasons for such frustration.

What if you got tons of banana boxes?! Cover them with bulletin paper. Leave the top box upended, setting IN the covered lid. "to be used" supplies for the classroom can temporarily be kept in and even ON some of the stacks.

Sometimes, seeing something at least a little attractive helps you to get through. You might then be inspired to post bulletin board things on the sides of the stacks.........

Hopefully, your administration will kick in.
