Time is usually written into the IEP. On ours we must write how many minutes a week are given and where. Least restrictive is just part of the law the law states that a child must be educated in a free appropriate (FAPE) with least restrictive to be determined. Least restrictive is NOT what is always what is appropriate to the needs of a specific child. Don't ever forget to think about what is appropriate. And don't be clouded by all the wonderful things said about inclusion when reality is that inclusion is rarely what the child needs. Hope this helps. I am in IL.
