I usually have one task at a center that is a "must do". After that there is either an open ended activity that can take any amount of time - like a game, or a choice of activities. Either way there should be more to do than time to do it. An example for your writing center would be a journal prompt to write to as your "must do" and then a stamp-a-word activity that would be open ended so students could continue to work on it until you are ready for them to change centers.
