As usual, I agree with you. I felt just awful giving this test to my students (special ed) only a month after completing heavy duty state testing! It takes them twice as long (they're untimed), is twice as hard, and makes them feel stupid because it's too hard (if they were at grade level, they wouldn't need special ed!). Not to mention the valuable instructional time they're missing out on during testing and test prep (my school district actually bought each child a little IOWA prep book that we were all supposed to do with our students!).
