In any reading instruction program I believe free choice reading for pleasure is SO important. So I would have a 15 minute time when kids read from a wide range of books so they can find one "just right" for their level. That should give you a bit of free time too to do some running records or assessments of some sort. You reading aloud to model fluency, expression is also very important. Perhaps you could build your mini lessons and "text to" lessons around the read alouds with the whole class. That way you could individualize in small groups when you determine what their other needs are.
