Hi Karen,
It's great that you get to make that decision. My first years teaching primary, we used CN-Consistently; MT-Most of the Time; ST-Some of the Time and NY-Not Yet; Not Yet*-Not Yet this is a concern. The performance standards were listed under each subject. This let the parents know exactly what standards were exceeded/met/below standard/far below standard. It was much easier to evaluate than trying to get a percentage on a child's reading fluency and phrasing, etc. Best of luck whatever you decide. ;-D
