What you're talking about sounds similar to a book written by two of my uni professors. Their books come in levels-- grade 1-7 I believe. Many of the puzzles are the shape type that you describe, but there
are puzzles on other skills as well. The series is called "Groundworks: Algebra Puzzles and Problems." I believe the wording differs slightly on the grade 1-3 books (Groundworks: something else), but both sets will come up if you do a search. We used this series as a text in math methods class and I loved it so much, I have now started using it with my high achieving students! The authors
are Carole Greenes and Carol Findell. Good luck!

PS- If this is not the book you originally looked at, I would be curious to hear the title of that one when you do find out!
