CGI is a research based problem solving (at least 15 years worth of work) theory of how children develop strategies as mathematicians, you wouldn't call it a program. A friend did lots of professional development with it. It came from Wisconsin. It helped me be more exact when I was crafting problems for my kids to solve, because depending upon the number range chosen, etc. the children will use different strategies to solve...Check into it, the book and CDroms are only about $25.00, maybe less, and if you go thru NCTM you get a member discount. The math committee at my school used it two years ago. ;-D
