Possible answer...

The only way I think this would work (and you'll have to let me know if it does!) is the following way. I've created a story problem for it as well. Feel free to use it!

Sarah has 14 friends. She wants to give each friend a sticker, but the stickers only come in sets of 5. How many packages does Sarah need to buy?

The answer would be 3. There would be remainder of 1 sticker, but that's not the answer to the problem. The answer to the problem would be 3 packages.
