You just can't write a recommendation if you don't feel she is qualified for the position you've been asked to write on...you could handle it by telling her that because you were mentoring her officially, you are unable to share this information with others due to confidentiality. Our district mentoring program stresses the confidentiality issue. You absolutely don't want her becoming your (or anyone else's) supervisor, which sounds unbelievable now, but you never know with the shortage of people moving to the education profession.
