Hi Lisa,
I don't think 'the Tests' should be your concern at this point. If you try to do grade level work and they're no where near ready to attempt it, you're setting everyone up for frustration (including you!).
Is
there a teacher mentor in your school and district to provide you with some assistance? You really can't begin until you know exactly where each child is as a reader, writer, problem solver and English Language user...after you have this information, you can start devising a program rich in language (reader's theater, creative dramatics, poetry, etc.). You might check out Heinemann
or Stenhouse publishers, they have wonderful professional resources, and might have something to help with ESL. If not, try the universities. ASU and UofA both have Bilingual teacher programs, there should be someone who's able to help. ;-D
