As a teacher who has had substantial contact with homeschool parents, I may be able to shed some light on this. Homeschool children and their parents are very independent minded and there may be confusion about the homework
issue because of that. Homework may be a new development and the parents as well as the child are not prepared to make it a priority especially if they have practiced a more relaxed, self directed approach to learning. The child may not be behind at all but actually may be understimulated with your curriculum and perhaps more exploration is needed to determine if his placement is appropriate.
It may be possible that the parents are not too committed to this 'year at school' because they see it as a passing fancy and don't anticipate keeping him in school. It isn't an easy decision to let your child go back to public school after they have been homeschooled and perhaps the parents lack of willingness to require him to do homework is a way to facilitate his discouragement with public school and return to homeschooling. It wouldn't be unusual. Good luck with this student. I suspect you will have some interesting challenges in store for you with this student.
