I understand your frustration. I teach fifth grade math. Before you began a chapter, find out what your students know about the skills. Then after you teach a skill, give your students a quiz. Maybe 8-10 problems to see if they are retaining what you taught. If half of your class failed the quiz, reteach the skill then move on. Of course all students will not get it the first time or the second, but review with the students who are experiencing difficulties. I feel giving students a quiz before the "big chapter test" will relieve some of your frustation.
