I can't believe it...

Bless your poor heart! I can't believe that you principal told you that. And I can't believe that you have those so-called exit tests in third grade.

I don't have any advice other than perhaps you could seek out someone who is higher up to help.

If it were me, I would find some way to give your student the accomodations. I would document all that your principal said, or better yet, ask your principal to put all she said down in a memo. (Document, document.) Surely telling a teacher to fail a student breaks some rules, laws somewhere.
