Try making paper passing in/out into a game. Which row/group can do it the most quietly, most efficiently, etc. Give lots of verbal praise & acknowledgement to those groups that are passing papers quietly.

One teacher
I worked with used musical cues. When it was time to stop an activity, she played a selection from a CD with old TV show themes like The Flintstones, The Addams Family, etc. The students knew that by the time the short song was over, they had better have everything cleaned up & be ready to listen. It worked like a charm for her!

While papers are coming in/going out, explain what they

are about to do, recap what they just did or will do on this subject next time, ask students questions about what they just did, if they liked it, was it hard or easy, etc. Basically, keep them too busy to get into chit-chats.
