When I start the day as a sub, I always give my expectations. One of those is that if they don't follow the rules that we discussed, I write their name on the board. If they carry on with the behaviour, I then put a tick, and then a time out in the class.........so when I then introduce mute minutes I discuss what it is going to look like, and then talk about how it will work. I have been in a class that passes notes too much and it doesn't work. When that happens I also stop it. I have then tried it later on with no notes passed except to me, and that works better for a class like that. The trick is to start with small amounts of time and then extend. Hope this helps.
