My state has no limits for Resource students. At the end of my 3rd year, I had 48 K-8 Resource students. Now I teach 6-8 grades, while the other resource teacher has 1-5th graders. We are each at about 30 students. Luckily, since I teach the 6-8 grade students, scheduling isn't so much of a problem since all junior high students rotate on a pre-planned schedule, so I just see them during these pre-planned times.I think our resource program is working well, but I love hearing about how other resource programs work!
