Hi
I am surprised that they want to keep you in regular ed. I'd just go to the principal and tell him/her that your first love is special ed and you're interested in moving into that area. Ask if he/she can recommend you for any positions that may become available. I'd tell him you're going to contact the director of special ed and let him/her know of your intentions to move to special ed. In our district we've been crying for special ed teachers. I wonder if your district is the same? Good luck!
