Just some things that I have seen work, not sure if they'll work for your students. With one student we put those stretchy gloves on his hands and he left them on and wouldn't pick. With another student we gave him some silly putty to play with it - probably wouldn't work if they'd eat it!
If it makes you feel any better I am working on not having my 2 autistic students pull their pants down and play with themselves whenever they feel like it! Hahaha.
