I think I would use cardboard as the base on a tabletop, then use sticks and different fabrics to make teepees - have kids bring in toy horses they may have from home - or maybe a dollar store would have some. As your making your community you can be teaching on how they really made their teepees - etc. Establish different tribal positons - chief etc. They could act out cermonies or tribal rituals - such as symbols uses for messages - lanugage spoken or traditions such stories told - becoming a man , food prepartion etc. - ask the students what they already - or what they want to know and go from their
