First of all, I would suggest you get your administrator/principal involved by having him/her observe the "gang". If and when you contact the parent(s), the principal could be your best advocate.

Is it possible for you
to separate the "boss" from the gang? At recess or break time, could he be given a job or go somewhere else that is seen as a positive place (so he doesn't infer it as a punishment and take it out on the others) and then observe the remainder of the gang? Do they continue to treat the other children in the same manner as when the "boss" is around? You will need to document this info.
- again as a way of informing the principal and eventually the parents.

Finally do you have a support system for dealing with "gang" behavior ie. Youth Worker?
