I teach in Western Washington, and cursive writing is introduced & taught in 3rd grade. It is then considered part of their "writing grade" on the report card. On the report card, there is a section that includes the following:
Writes clearly and effectively (includes, grammar, punctuation, spelling, etc.). So it is really not looked and graded heavily. We give 1 = area of concern to a 4 = exceeds expectations. Hope this helps.
