At the beginning of the year all we do is have activities around "Getting to know You" and "School Rules". I share lots of books and we do many activities about the rules and why they are important. My students know that I "can't" hear them if they speak out instead of raising their hands (it is MY selective hearing lol). They realize when I don't answer them and ignore their blurting out, they will raise their hands. Others will remind them about the rules as well. I do still have a couple of blurters but as soon as they do it, they realize what they've done and will raise their hand.
