If I'm reading you right this child is having some fine motor problems. I'd have mom play with him using play dough....making worms and pinching them, making balls etc....

She could also have him take the tongs and pick up cotton balls with them. pinch clothes pins onto strips of cardboard. buy the game pickup sticks and play that with him....tiddley winks is good too....those little wind up toys are fun and a good activity to strengthen the fine motor skills
you know the ones I mean you wind them up and they hop all around.

I'd also talk to your Ocupational therapist at school and ask her for suggestions
