First of all..do these twins seem to be inmature?
Often twins are premies and sometimes tend to lag behind just a bit. They may need that extra year of growth to help them catch up academically with those of their peers.
Do they have help at home? Does someone listen to them read at night and help with homework?
There are so many questions to be answered before making that tough decision you are being faced with..
