Wow! Is this a new class or have these kids been somewhere else for the first part of the year? If they've been part of other classes or if they had a different teacher you'll have to respect some of the previous teachers'
rules. But either way you'll need your own sooner or later. For something quick and effective there's nothing like a sticker chart. Make your rules (short, few and all encompassing) and post them. Post a sticker chart for each child (you can buy commercial ones, or just copy a grid with about 10 squares) As you see a child following directions tell them, "I see Danny is all ready
to begin reading, with his book out and his arms folded. (or whatever) Danny may get a sticker!" The other kids will see what they're supposed to do, and scramble to be first so they get a sticker. This is bribery, but it is effective, especially if you want to reward them by Friday. Anyone with all 10 sticker places full by Friday gets a treat. This way you can fudge it by giving extra stickers to kids you want to encourage and make darn sure most everyone has all 10 stickers by Friday. Good luck with your new class. I absolutely love first grade!
