I think this came out of Guided REading, but they suggested making a chart that has the numbers 1-10 on it. Under the one you put silent, no talking/hallway, independent reading, independent work, whispering/group or partner work under three or four, five is milk break, ten is for outside. I simply tell my students what level they will need to work at before I send them working. If in the midst it gets to loud, I stop the class and explain that they are at a level -- and it needs to be taken down or they will be late to lunch, recess, specials, whatever for making a bad choice.
