I think people are being too harsh. As a new teacher, I reel at all the crazy discipline things that happen that I am not prepared for. (Like I was prepared for talking, not yelling out bad words, running into the restroom,
arguing, etc., etc., etc.) I do my best, but sometimes things come up that I KNOW I will deal with better in the future now that I'm prepared for them and I have it together more in other areas. Also, if the original poster is like me, I get so nervous when I'm being observed that I mess up on a lot of stuff. (For example, as somebody posted above, rushing to start the lesson when
some kids aren't ready.)

Another thing I think is that we new people have a hard time enforcing all these weird things that come up. I am prepared with a policy for what to do if you finish, and I have a well-defined discipline plan. But I still have to give everything I have sometimes just to keep those kids from thinking they can get up and socialize when they finish. So I am working on it, but it's one of those things that comes in time. I wish people would be more understanding of what others are going through when they're new, ESPECIALLY people who may not have been in the same teaching situation as that person.
