If they are really that disorganized and irresponsible, then you may not be able to help them make the transfer of materials from one room to another. If, on the otherhand, they are trying to see just how far and how often
they can get away with not having materials--as if they think it will excuse them from doing work and participating, then would you be open to keeping a notebook, text, and pencil for this child in your room and when he comes in without supplies, you rather nonchalantly hand them to him so he MUST do the work. The materials cannot leave your room, so the homework issue won't get solved,
but at least you can counterbalance the lack of supplies in the class. I realize this doesn't instill responsibility, but at least it makes him more accountable for the work covered in class. I would be anxious to here more suggestions from others. Good luck.
