Dysgraphia is much like dyslexia (from what I understand). My first question is how old is the child. If this is a younger student, then waiting might be best. It could have something to do with delayed development. If it is an upper elementary student then it is probably necessary to have him tested.
I will check my records to see if I have any more up to date information that I can share with you.
Good luck. Don't get too frustrated. You will find the right thing with this kiddo!
