Most word processing programs have some sort of template to use a newsletter. I don't bother. I send home weekly nesletters & don't have time to "play around". I use Word, using a basic page layout & just add in graphics by computer or cut & paste. Don't get too involved in the newsletter. Once you start on a grand scale you may find it diffucult to keep it up. Another idea (if the students are old enough)is to have the students do the newsletter reporting, typing, etc. as part of your language arts. You simply help edit & they do the work. If an area isn't covered as well as you would like, you can have a little "Editor's Column" where you can go into more detail, etc.
