Pokies will be the death of all teachers. By the time they get their stuff together, all the other kids are "done" (recess is over, free play time is over, math time is over, etc. etc.)
Perhaps he's a visual learner. Try giving him icon ques as to what to do. Give him a VISUAL timer (it has a red "flag" that gradual disappears rather than a ticking & ding) explaining that he has this amount of time to finish or it goes home as homework. Explain this to mom, of course. Be sure you have his attention when explaining (it's hard, I know), ask him to explain it back to you. Patience, patience, patience, but if the school's not helping you, then do what you can. You can't let the rest of the class suffer because of him. Good Luck!
