Have you been in contact with officials from your special ed department. I don't mean what ever teacher is helping you with your 504 but the actual person in charge. In my district is it the director of special ed.
I'd talk to that person and maybe invite them to come over and observe the child in action. Be persistant and say something like would it be better for you to come to my class in the morning or the afternoon. Is Monday better or Tuesday? Make them commit to you don't let them say I'll get back to you.

I'd also ask my principal to have a conference with this foster parent to see

if he/she can get this parent to sign and find out what her reasons are for dragging her feet. Suggest that the special ed supervisor come to the meeting as well or when the special ed person visits your room suggest a meeting with the involved parties.

I wish I could help you more. I feel for you. The child needs a more contained setting for him to be successful as well as to let your class be successful. Good luck
