Does this kiddo have an IEP, 504 plan or receive any type of outside support?

Do you have a release to talk with his psyc. doctor? You could call him and let him know. Even if he couldn't talk with you, you could give
him the info. Depending upon the meds and other circumstances, the dr. could actually force the issue by calling human services -- sometimes is it neglect to not give a child their prescribed meds.

A way that almost always motives administration to get involved is when parents of general ed kids start to complain about the disruptions. A few assignments sent home with comments like,

"Please help your student with this assignment. Due to a behavioral problem with another student, we didn't get to spend as much time on it as I would've liked."

A less drastic approach would be to "write him up" or whatever your school has for a discipline plan. Make sure he receives the discipline that all children without complications receive. His parents will probably get tired of detentions, etc. and then you'll be able to say, "this wasn't happening when he was taking his meds." (if indeed that would be true)
