While I always try to link percents with fractions and decimals, I find it rewarding and meaningful to teach percents based on grading. I grade most of the kids work by fractions 10/10. Every one of them understands that if they get 10/10 right, they get 100%. Then we continue on. If they get 5/10, they get 50%. Start with the easy percents. Then move on to the more challenging ones. Use pie graphs as well to show fractions and percents. I teach them early on (before the actually understand it) how to calculate their grades. They take their fraction grade and divide by using a calculator. This involves decimals. Let me know if you found any of these helpful.
