Have you tried the break apart method? Example: 35 x 28. Break the numbers into tens and ones.
35=30 and 5 28=20 and 8. multiply the tens together 30x20=600. multiply the ones together 5x8=40. multiply 30x8=240. multiply 20x5=100. add all those products together. 600,100,240,40=980. I just taught this method to my fourth graders and they did pretty well.
