I haven't had to monitor a lunchroom for awhile now, but what about quiet music in the background. Sometimes it diffuses the noise of talking.

I think quiet talking with the people sitting right around you is fine, I would spot check any really noisy groups.

Perhaps a coloured slip system - you want to keep it simple if you have a lot of kids to watch. One colour is their first warning - next colour is a time-out - they have to leave their group and sit quietly in a area you have pre-determined - last colour is the call home. This might help to reduce all those phone calls home (which may not help much anyway).
