    Curriculum / methods of instruction

Guided reading, basal instruction, and integrating reading with science & social studies through trade books are really methods of instruction.

Usually curriculum refers to what is begin taught. While methods of instruction can certainly impact curriculum, it is quite possible to have continuity in instruction without following the same teaching methods. I'm not advocating the situation that you described at your school - only suggesting that a more important issue is having benchmarks or standards for reading instruction at each grade level, that follow a sequential, developmental process.
