Ok I can sympathize with you, However, as a responsible teacher, you should worry less about how he slipped through the cracks and start worrying about how you will get this student on the right track to catching up. I'm
working in Kindergarten currently and I use a program called Great Leaps. It is a combination of letter recognition and phonics. It has done wonders for me so far, even though the results will vary from student to student, there seems to always be a significant increase in the students skills. I am only suggesting that there are things you can do to turn this unfortunate situation around.
You could build a support group designed specifically for this child. By using upper level volunteers, family members, other teachers who can spare twenty minutes of time, this student may not get up to second grade level but may get close and then maybe the third grade teacher can get the student up to par by the end. Im sure you know all this already. I hope that some of this helps. Getting a student up to speed takes a lot of extra work on your part. I truly smypathize with you.
