Levels?

I'm going to risk sounding very ignorant here, but what are you using to gauge these reading "levels." I know different publishers have their reading textbooks divided up into levels of difficulty, but I was unaware of a single standard by which a teacher could evaluate and place individual students by reading ability! Am I completely unfit to teach, or what?!!! Please, somebody help! Let me know what I am missing out on here!
