I've ordered lots of books for our book room over the past few years and I can't think of a thing lower than level 7. This is probably due to the complexity of these stories, and the 'storybook language' found in most. Why not use books on tapes for that group in order to experience some of the stories the others will read for literature conversations? With the emergent and early readers, you're going thru so many books during shared and guided reading to model and practice strategies, it's hard to tie everything into one thematic inquiry. And you shouldn't feel you have to. If you want the titles of the books we do have, email and I'll check for you. ;-D
