Is this just your observation, or are these children diagnosed with processing speed disabilities? If they are, you should consult their IEPs and/or ask advice of your special ed resource person. Chances are the
IEPs call for modifications of quantity of work. If their disabilities stretch further than processing speed, you may also need to consider modifying the conceptual difficulty and/or directions/processing demands of the tasks for these children. You should assess them only on the work that was given, no lost credit for the items you did not expect them to do. However, have the rest
of the assignment available and allow the child to do it if he/she finishes faster than you've expected. If you have given them an amount of work at an appropriate level that you feel is genuinely realizable for a particular child when they are putting forth the effort, then you should keep them in for recess/mark incomplete work incorrect/ whatever is your policy for the rest of the class.
