There are a couple of ways to make it fair. We ask each child to bring a valentine for everyone. We discreetly go through the kids' cards before they hand them out to make sure they haven't forgotten anyone. And we provide supplies to students who can't afford to buy valentines. We're in a very poor area, but still, each year every child has managed to have a card for everyone.

If you want to try something different you could have each child draw a secret pal and have them make a card for that child. I would steer clear of having students choose which others they make cards for. You are right - someone usually gets excluded. If you want them to make more than one card you might try giving each child a list of three or four names.
