I tried this last year with my fifth graders...

Virginia, I have some templates and worksheets already made up for a "city/community" in the classroom. If you would like them, just e-mail me and I will forward them to you.
I have a template for a street sign (because we made green and white street signs for our school hallways,) and I also have "tickets" that I used for behavior/missing work. This was for a fifth grade class.

We also have a program called Mini-Society here in Georgia. Have you ever heard of it? Our whole grade level (which is 3rd for me this year) actually turns into a city. It's really neat. They decide on currency, flag, city name and more.
