Hi Malinda,
It seems that for many of my preservice education majors, the choice of GL comes from experiences they've had with a particular grade/age level (schools, scouting, volunteer work), having children or relatives
(nieces/nephews,etc.) at or beyond that GL, managing/enjoyment of teaching the curriculum at a given GL, a GL they particularly remember in a positive way, the perceived maturity of children at a particular GL, wanting to give the children a good beginning (K or 1st) or perhaps wanting the children to have some higher level thinking skills, etc.
As for a GL change, the district/schools
usually have guidelines for making transfers. And as your other poster mentioned, a principal might have difficulty approving a transfer from primary to intermediate, depending upon his/her perception of the teacher's experience and expertise. I guess I've seen more teachers move upward in GL rather than down, as it seems to take more physical effort to 'keep up' with the little ones...but not always, (and not in my case!). Hope this helps. ;-D
