I would ask, How does the child learn best? What are the areas of difficulty? Can he/she decode? How is progress in comprehension? What assessment have you used to measure progress? What is the current reading level? Often written expression plays into this. Can the student express what he/she reads in writing or by illustration? What reading program are you using and is it successful? What has the student mastered and not yet mastered? How does this student compare to other reg. ed. students? Informal observations? Checklists? This looks like a jumble of questions, but I hope it helps a little.
