this kid is just crying for help

I am wondering if you are from the US or not. It would be illegal for your school NOT to report their suspicions. You, your principal, and the district can be liable if abuse is suspected and not reported.

she feels threatened by this newcomer. Perhaps she has some sort of attachment disorder and has attached to you somehow. She may feel her attachment is threatened by this newcomer. Or change scares her. It's so important to find out what's going on at home.

If this child is being abused, grilling her with questions and punishments is not going to help. Has the school psychologist or

counselor been involved? Has this child received any emotional support services throughout the year? Does she have a caseworker or social worker? If your principal is too unprofessional to report and if you have reason to turn this parent in, do it anonymously. You could be saving this kid's life. Don't tell them you are her teacher, but state what you have seen. Of course you can only do this if you have some sort of witnessed proof or indicative behaviors.
