Yes, they may indeed deserve an F if they skipped class all the time, never attempted to do their work, etc. I would hope, however, that as an IEP Case Manager, I was aware of their progress and had a chance to intervene- such as calling a staffing, seeing if modifications/accomodations in the IEP were being used, etc. All students should be held accountable, but as long as they are trying and have a positive attitude, they deserve to pass. That is my opinion.
