stinky situation

That is horrible! You are right it is not the schools responsibility to clean it up. However, you still need to address the situation without offending anyone. I would probably play dumb and when the parent's come in, perhaps casually say, "I don't know if something was spilled on this wheelchair at home or at school, but it has a bit of an odour, I really don't want your child getting sick or something from it." Ask the parents if they know of anything that might be causing the smell. Maybe that's all they will need to clean up their act (literally!)
